MORE PARTICULARS AS TO THE PLANS.

The Japanese Consul-General states that ho has received no information, official or other, about the seizure oi plans. He is,' however, ablo to surmise that the passengers referred to we;o Niskihwa and Kanematsu. The former visited Australia as the representative of a foreign trade association st Kobo to make enquiries as to harbor administration in Sydney, with the view of supplying experiences to im proving the administration at Kobe. Kanematsu was a well known merchant with a branch house ia Sydney. Niskihwa was given every facility by the Sydney Harbor Trust to inspect their methods, He received plans which may have oooasionod tho mistake by tho Customs officers. He ridicules thß idea of fortification plans. On the other hand the Harbor Trust aie emphatic that no plans were supplied except a sketch of a shed on the wharf, which it is quite impossible to have mistaken for defence plans,
