PANAMA CANAL
SEA LEVEL OR LOCK CANAL,

Though the majority of consulting engineers are in favor of a sea level Panama Canal, President Roosevelt has refereed the reports to a commission, which advises a lock canal on the grounds of cheapness and rapidity of construction.
