Interviewed by tho Evening Post on the forthcoming Universal Postal Congress, Sir Joseph Ward Baid that among tbo more important proposals was that submitted by him to reduce the postage on letters to allplaoes within the Union told for each £oz. Tho whole Anglo-Saxon world may bo expected to support this proposal for uoiversal penny post. New Zealand will also propose that tbo postage on printed matter and newspapers of all kinds be reduced from £d for every 2oz to £d for every 4oz. the transmit rates on maih. Sir Joseph thinks the Congress may approve of some form of reply postcard, aud he will put before the Congress a scheme of some merit by 0. H. Sbatby, of Hastings. Regulations are needed to deal with the expansion of picture postoards. New Zealand will support Switzerland’s proposal that the minimum postage on commercial papers be reduced from 2£d for the first 2oz to Id, He will also favor reasonable modification of the sample post regulations that prohibit the transmission of articles of saleable value. He will strongly support tbo right to prohibit transmission through tbo post from outside oountries of circulars relating to gaming and lotteries, which we prohibit in our own oountry.
