JUVENILE OFFENDERS.

(Per Press Association.) Wellington, last night. A circular letter in regard to the method of dealing with juvenile offenders has boen addressed by the Justice Department to the Stipendiary Magistrates of the colony, tho object being to prevent the association of youthful offenders with criminals. In this it is suggested that such offenders should be dealt with at special sittings, aDd that no child should lemain in gaol or lock-up pending trial. It is thought that the experience gained in this way will be of value in framing any legislation that may be required.
