Voters from all parts of Russia are profoundly disinclined to register for tho Domes, owing to the governments preventing an electoral campaign and the prevalence of repressive measure?- The indifference is specially marked at Moscow and Odessa. High Bureaucratic circles are freely discussing the definite postponement of the Douma. London, Jan. 24. The Times' St. Petersburg oorrespondent says that the Czar intends to grant a politic?.! amnesty to all except persona found in possession of explosives.
