London, December 23. Sir H. 0. Baonerman’s remark at Albert Hall that the Government had decided to stop forthwith as far as practicable the recruiting nnd embarkation of oco’ies in China and importation to South Afrioa is interpreted in some circles as not intended to interfere with permits for landing 11,800 additional Chinamen.
Many members of tho Stook Exchange ascribed the suspension of the importation of coolies to the exigencies of the Liberals' position and the general election. The Times’ Johannesburg correspondent says: Sir H. C. Bannerman and Lord Elgin did not mention permits, but these 11,800 will enable the mining industry to continue comfortably ponding formal decision of the inhabitants, which will be the same whether under representative or responsible government. If the Governor is compelled to repudiate permits, the Home Government will be mulcted in half a million pounds compensation, but the situation here will become genuinely serious. J
The correspondent adds: If the permits are allowed to hold gool, no harm will be done. Johannesburg remains calm for the good reason that it knows more about the subject than the thousands cheering at A'bert Hall.
The Times says the comparison of Sir H. C. Banner-man's statement and Lord Elgin’s despatch led tho Stock Exchange to believe that the Government intend placing the matter in the hands of the inhabitants .of the Transvaal. Those interested in mining conhdently predict that if this is done the importation of Chinese will be largely endorsed,
