The Council of Workmen’s delegates, committees of the Peasants’ Congress, Demooratio Workmen's party, and Sooial Revolutionaries at St. Petersburg have issued a violent indioiment of the autoeraoy and obaotio, dishonest finance, by whiota Russia is brought to tho verge of bankruptcy and the troops are hungry and revolting. Tho Government, it states, must be overthrown, deprived of taxes, and a constituent Assembly summoned. The indictment adds: " The workers have decided not to nllow payment of debts contracted by Government since tho date of its openly waging war against the whole nation.”

Tho ohief newspapers, excepting the Novoe Vremya, published the indictment. All were confiscated and publication temporarily suspended. Meanwhile copies sold at a shilling under the eyeß of the polioe. Tbe editors were arrested, also tbo whole 250 members of the Council of Workmen’s delegates.

Another communique is due to tho indictment in which tho Government considers that its duty is to execute reforms on the basis of the manifesto. Should these fail tho necessity of altogether exceptional measures will become evident.

It has olso announced that the minimum sa'ary of post or telegraph officials is fixed at 468 instead of 300 roubles, a quinquennial rise of salary arranging in the case of officials whose oooduct is good. Haifa million roubles will be distributed among post and telegraph officials working overtime during the railway strike. Tbo Czar has sanctioned a law imposing imprisonment on persons inciting or, at the beginning, participating in a strike on railway and telegraph stations. Membership of associations whose aim is tho production of strikes entails fortress imprisonment of sixteen to forty eight moathe. Wages will not be paid during arbitrary stoppage.' Employees injured in hoalth or inoapacatated by strikers’ acts wifi receive componsstion or pension, and if killed the family will bo provided for.

The municipality of Riga, after notifying tbo nobles, entered into negotiations with the rebels. The latter demand in return the surrender of seventeen hostages, recognition of the Lithuanian Republic by the nobles, and abolition of martial law.

Serious fighting and incendiarism has ocourred at Mitau. Castle Lemberg was saturated with petroleum and set fire to. Out of 120 drageous ia Mitau district 31 are missing.

The troops and people in Suwaloi district aro in revolt. The inhabitants refused to pay taxes and burnt the Government offices.
