By; telegraph. Press Ass’n, Copyright Received 10.22 p m., Dee. 15. Berlin, Deo. 15. Herr Bebel, in the Reichstag, implied that the Kaiser was the ohief cause of the tension with Groat Britain. Prince Von Bulow declared that it was nonsense to pretend that Germany was planning Bggressive schemes against Great Britain- It was idiotic lies to assert that there was a violent collision between tho Kaiser and King Edward.
