Sir H. C. Bannerman’s delay in forming, the now Cabinet is interpreted that he is arranging to go into the House of Lords. The Daily News says it will be a aonroe of profound regret if Sir H. C. Bannerman accepts a peerage. It would be the initial blow to any democratic effort to renovate the House of Lords. A conflict between the two Houses is certain at no distant period.

Lord Elgin will probably be Colonial Secretary. In that case, with Sir E. Grey unavailable, it is difficult to think of a Liberal who,' as Foreign Minister, would command publio confidence. Sir E, Grey considered that Sir H. C. Bannermaa’s translation to the House of Lords, entrusting the lead to Mr Asquith, is essential to secure a satisfactory and durable arrangement,
