Berlin, Deo. 7. Count Von Buiow, speaking in the Reichstag, said that tho foreign situation was not ontirely satisfactory. Misunderstandings had just been overcome, but Peah oneß wore possible. He quoted Moltke’s saying that dangers to peace were likelier to arise from popular passions than from tho diplomatic action of Cabmens. He addcl that Gormans must reckon m England, a profound dislike towards them characterising public opinion there. ■■ it was only recently that attempts to combat this perilously strained condition were very noticeable in serious Eoglish circles. He welcomed such favorable symptoms. Received 1.20 p.m., Dec. 8.
In the course of his speech in the Reichs‘a» Count Von Buiow. said that Germany’s policy in Morocco was peaceful, do. provocative, but defensive. It was standing upon rights under the Madrid convention. The Ang'o-Prench convention was unable to dispose of German in!ere-.ts.
