Bannerman’s differences. Sir Edward Grey, at Newcastle, said that Lord Rosebory’s interpretation of Sir H. 0. Bannerman’s speech was a misunderstanding. A Liberal Government ought to develop administrative reforms in England on the lines of Messrs Wyndham’s and MaoPonell’s soheme.
