The Times states that Mr Balfour’s policy is not forward onough to satisfy the very largo and increasing soctiou of Unionists, yet it represents a larger fruction of the patty than those prepared to acoept Mr Ohamberlain as a whole. On tho ovo of an olootion a leader anxious to maintain unity must have regard to the middle opinion of the party as a whole. Tho Times also warns Mr Chamberlain of the danger of light-heartedly dismissing the absonoe of the Duke of Devonshire and his friends’ support, as it will mean the loss of a fow units. In the Senate Mr Keating, in reply to Mr Higgs, said that no instructions were given to Federal representatives on the Pacific Cable Board to favorably consider pooling receipts with the Eastern Extension Company. The Postmaster-General had not arrived at a final decision on the desirability of poaliog. Mr Higgs moved that in the into oats of the Commonwealth the Extension Company should not be granted the right to open offioes in Victoria and Queensland; that any rights temporarily granted the Company be withdrawn after throe months’ notice to cancel the rights, and that Government do everything in their power to make the Paoifio oable a financial success. Lord Rosebery, in aspoech at Penzance, predicted that the colonies would not be drawn by propositions from the Motherland. They would resent interference, yet Mr Chamberlain thinks by b sadden violent departure of policy, casting tbe Empire into a cauldron heated by himself, the Empire would emerge with the freshness of youth. He challenged Mr Chamberlain to send tariff commissioners to the colonies, and sea if it was possible to produce a tangible soheme that wonld reconcile the various interests involved. Statistics showing that 10 per oent. of the population ia the United States was pa-tially unemployed for parts of the year proved that protection was less than no remedy for unemployment, and that view was groundless. The area at the disposal of the authorities for putting unemployed on the land waß inadequate, and would be no remedy. Charity was a mere palliative.
