The Government have instructed officials conducting the inquiry at Odessa to arrange to exculpate the troops and polios and throw tbe blame on hooligans. No polioemen participating in the massacm have been discharged, but nineteen for preventing the outrage have been transferred to obsoure posts. Similar action has been adopted in regard to outbreaks at Kishineff and Elisabestsgiad,
