Received 1.2 a.m., Nov. 18. Bombay, NoV. 17. Lord Curzon, in a farewell Bpeeoh, said that he had resigned on aocoant of two great principles. The first essential must be indestructible subordination of the military to Civil authority ; secondly, it was necessary to pay due and beooming regard to Indian authority in the determination of India’s needs. “In defending those principles,” he said, “ I am saorific* ing my position sooner than saoifioe them. I have behind me the whole Civil service of India, the unanimous weight of unofficial English opinion in India, the overpowering preponderance of Indian opinion, and the more significant State support of the greater part of the Indian army. These principles have momentarily disappeared, but they will, reappear before very long."
