Mr Balfour, in reply to an unemployed deputation, including many women, detailed the reasons for not summoning Parliament for a winter session, abo reasons against State aid, including the argument that this was calculated to destroy capitalists’ enterprise and workmen's energy and fibre. Ho denied that agriculture was the most suitable work. He relied on the publio spirit and oharity of the metropolis to provide the Central authorities under tbe Act with the requisite fund. The deputation thanked the Premier and withdrew.
A women's meeting afterwards, smidsl ories “ Follow the Russians—give them St Petersburg,” adopted a resolution of profound indignation et Mr Balfour’s reply.
