Baron Stornburg, German Ambassador at Washington, proposing the new commercial treaty, said they must oh an 6° order to avoid a tarifi war. Ho added that Germany was anxious for a treaty whereby such a war would bo avoideaana good relations bo preserved. Mr -Elthu Root replied that ho earnestly doßirod to avert trouble. He wished an opportunity for negotiations for a treaty which the Sonato would approve. Ho was doubtful whether ho was able to frame such a treaty. Ho wished to be shown a basis of negotiations which were likely to be successful, but not to submit to the Senate a treaty not meeting the Senate’s views. If Baron Sternburg would submit a treaty which tho Senate was likely to ratify tariff experts would bo asked for reports thereon.
Received 10.7 p.m., Nov. 6. Vienna, Noy. 6. The gendarmes at Vienna did not interfere with tho universal suffrage demonstration. Red flags wore hoisted over the Reiohsrath. There were demonstrations at Prague and other Bohemian towns in favor of the suffrage. ■ Paris, Nov. 6. The Aurore declares that Germany will first obtain economic possession of Antwerp and Rotterdam before annexing them.
Received 12.44 a.m., Nov. 7. Melbourne, Nov. 6. The following horses have been soratobed for the Melbourne Cup : Troytown, Jargoon, and Thackeray. The iorooast is>bne weather. Warm northerly winds are gradually becoming unsettled.- The Cup oard was called to-night in the presence of a large attendance at the Club. Brisk business was done. Gladsome was supported to win 8000, Maniapoto 4000, Warroo 3000, Blue Spec 4000, Emu 4000, Zepho 6000. Aurate 6000, Bimoda 6000, Grama 6000. The latest quotations are : 6 to 2 against Tartan, 7 to 2 Scot Free, 10 to 1 Maniapoto, 14 to 1 Gladsome, 15 to 1 Warroo and Blue Bpeo, 18 to 1 Emir, 20 to 1 Marvel Looh and Grama, lpO to 3 Canteen, Elvo, and Aurate, 100 to 2 Rosemead and Torah, 100 to 1£ to 1 the others.
