Brussels, Nov. 6, The Belgian Congo Commission practically whitewashes the Free State of abuses, which are attributed to native assistants exceeding their authority. The mutilation of corpses was a native custom. Whites never punish by mutilating liviog natives. Various administrative reforms are recommended.
