, [(To the Editor Gisborne TimesSir,—Mr Watson, in reply, to my latter, says, “ Referring to qualifications of delegates Mr Lysnar states two were appointed by themselves. Granted he is right, but under the rules they (as ohairmen of branches) .have fall power to appoint themselves or anyone else.’’ Mr Watson is confusing the following rule : 11 Should any delegate appointed be' unable to attend, the ohairman may appoint a substitute, or his voting power may be transferred in writing by the.committee to some other delegate.” The point that Messrs Watson and Co. do not grasp is the faot that the branch must first appoint a delegate, and if he fails then the chairman's powers arise, which is a totally different case. My point io this ease is that there has been no appointment whatever by the branob, so tba obairman's powers do not arise and he therefore cannot appoint himself. On the score of time there oau be no exouse in this case, as both the Exeoutive and the Gisborne branob wrote to the different branohes to have their delegates appointed a considerable time before they were required.—l am, etc., ■ I 'i .
