Paris, Oct. 28, The condition of Russia and the Kaiser’s speech has depressed the Paris Bourse. M. Ciemenceau, in the newspaper Angore, declares that the Kaiser’s menaces are addressed to Great) Britain, not to France.

London, Oot. 28. Reuter’s Berlin correspondent reports that the Kaiser’s speech is interpreted to mean that he considers an inorease of the army and navy, in view of recent events, as imperatively necessary, and desires to strongly support the Government in its coming demands to the Reichßtag for an increase for both. In an earlier speech at his Saxon Grenadier Regiment’s luncheon, given in his honor at Dresden, the' Kaiser roma-ked: “We live in a time wherein every young German oapable of bearing arms must be ready to step forward for the Fatherland.”
