Tho best way for tho Commonwealth would be subsidising a line of st’omers. He would unhesitatingly advise the Victorian Government to act on th Mr Ooghlan declared that the cheapness of the charges for manufacturing oentree within reach of Hull greatly favored Hull in comparison with London. The extra charges paid in London over those of Hull were equivalent to an export duty of 5 per oent. all round.
