Germany would then be sought as a strong ally, and even the British fleet would be afraid to attack her. How Britain profited by Germany’s naval weakness was shown in the perfidious South African frontier poliay, and the attitude in connection with Morocco. This must be bo changed, and Germany’s policy booked by a strong fleet, as may compel at least respect. As soon as Germany stood in commanding strength the saying would prove true that the 20th oentury belongs to the Germans.
