The Times’ St. Petersburg correspondent reports that the Russian Government do not consider the EnglishJapanese treaty indicative of an offensive polioy. They recognise the possibility of Russia and Great Britain gradually paving the way to an understanding respecting Asiatic interests, and disavow a forward policy in Persia except for furthering trade. The Moroccan conference invite the Powers to assist the Sultan in reestablishing personal safety in Morocco, to restore financial stability, and ensure the better collection of taxes.
The Berlin press expresses disappointment at the terms of the settlement.
