M. de Witte informed the national Zeitung’a interviewer that the Kaiser, in greeting him, exclaimed, “I show you tho samo honors as a crowned head. You accomplished wonders. I congratulate Russia on possessing such a man. If monarehs had mauy snch faithful servants the people would think better of monarchy."
