Having rosidod for very many yrars in your district, knowing ail itd unbuundod resources, and its nogiootod requirements, I had no hesitation in at ouoo oonsonting, at tho request of a groat number of my friends, to contest tho Waiapu iiiieotorato m opposition to tho Hon Mr Carroll. 2. I am opposed to tho present Administration.
3. Bvory Crown tenant should, in my opinion, bn able at any timo to Require the freehold ot his homo, at the unimproved value of the laud at the time ha took up his lease. It is grossly unjust to subjeot the tenant farmers of tho State to payment of periodical increases of values of rentals or purchase moneys, as their labors and arduous aaeritioas nave created these increases. [ 4. The Maori hand Counoils are hopeloss failures, and the look-up of all Native lands since I‘JOO has retarded, and is retarding, the progress ol this distriot. The Hon. Mr Car roll is responsible for tbis polioy, which, as a colonial polioy has altogether failed, and whiah is deeply injurious to the distriot he represents.
5. The present Administration have shamefully iaegleoted tne roading of the Waiapu Electorate, and our Member has aoquießoed in, put up with, and is responsible for that negleot. During the ten years or more of the tieddon Administration theWaiapu Eleatorate has been left out of all substantial divisions of Public Works Pund lor roads and bridges. The term “ The neglected North” applies with’much greater foroe ta “ The negieoted East.” Kvei moneys due under public statutes are with-held, or delayed, until, when reoeiyed, they ore expended under the most wasteful ciroumBtanoes Main roads and bridges, whioh are for alt time, and for Natives and Europeans alike, have to be made out of loans raised upon the seourity of the lands of the pioneer settlers, while other districts have had these roads made for them.
6. A section ol our Bailway (To K araka to the Motu) ought to bo put in band at once, and railway construction oommenoed at Opotiki, Xauianga, Botorua, or Waihi, on suab route as may be determined. 7. Special provision should be made to put working men, and small settlers, on land under the homestead ana deterred payment systems, the State building houses when required. Beserves should be maee ior churches, schools, libraries, eto., and grants made for the erection of these buildings. 8. The time has now arrived when we can reasonably ask for something to be done for a colonial harbor for Poverty Bay. Our exports warrant this, being high on the list for dew Zealand, and increasing rapidly. Our Harbor Board is, no doubt, doing what it oan, but it oannot make a harbor in the river, and its expenditure of loan moneys on suoh an objeat should cease.
9. In viow of recent events In the East, every young man should have a naval, or land, defence training. Thu future of the colony depends on our ability to defend ourselves. 10. I am in favor of Looal Option, and a free right at all times for the people to deal as they choose with liquor reform. Colonial no-license, if practicable, would make blew Zealand, proportionately with population, the wealthiest and fairest land on eurtn. 11. As a farmer, I represent the most important industry in the oolouj, rural produets being our prinoipal source of wea th, and I am convinced tnat we should make more hberai iaim laws, and offer every inducement to enable people on the laud to become producers. NOTICE ia hereby given that at a speoial meeting ot the Giaborne Borough Council, held on the Twenty-sixth day ol September 1905, a Resolution was passed “ That for the purpose o£ providing interest and other charges on a loan ot £4OO, authorised to be raised by the Gisborne Borough Counoil under the abovementioned Act, for establishment of Abattoirs, the said Gisborne Borough Counoil hereby makes and levies a Special Rate of one fourteenth of a penny in the Pound Sterling upon the annual rateable value of all rateable property within tne Borough of Gisborne, as defined in the New Zealand Gazette of Ninth of June 1904, No. 48, Folio 1490, and that suoh Special rate be an annual recurring rate during the currency of suoh loan, and be payable half yearly on the Thirtieth day of June, and the '1 hirty-first day of December, in each and every year during the ourrenoy of sach loan being a period of Forty-one years or until the loan is fully paid off. The rate of interest on suoh loan being 4 per cent per annum: and it is further resolved “ That the interest upon the loan shall be paid out of the ohargsß rents and tolls acoruing from such Publio Abattoirs, and in that cbbo the Special rate will not ba oollected except to make good any deficiency fcuat may occur through the revenue from suoh Abattoirs being insufficient to meet the interest and lawful oharges upon the loan.” gßAnd Notice is hereby also given that the said Resolution will ba submitted to an ordinary meeting of the said Council, to be held at the Council Chambers, Lowe Street, Giaborne, on the Twenty-fourth day of October, 1905, at 7.30 p m., for confirmation as a Special Order.
