A BOMB THROWN. By telegraph, Press A'ms’n,, .Copyright St. Petersburg, Sept. 26. Eleven thousand troops, with three batteries, garrison Baku. The unrest in Russia is not subsiding. There ore doily collisions with the police, whoso brutality is extreme. A bomb was thrown at Kovno yesterday, and wounded three women and four policemen, including the Chief of Police. The thrower osoaped. Tho Zemstvos and Municipalities Con gross at Moscow resolved that though the dumas were not truly national reformers they should participate in the hope of securing reforms outlined at preceding oongressos.

The congress at Moscow is the firsl politioal one, and represents the whole ol the empire. There are 800 delegates present.

London, Sept 26. Mr W. T. Stead, in an article in the Times, mentions that General Trepofi frankly told the Czar, in reply to a question, that the establishment of a dams was equivalent to an autocrat’s limitation of his own autocracy. General Trepofi added that he thought the time was now come when it was necessary for him to do so.
