10 THE ELECTORS OF WAIAPU. AND GENTLEMEN,— 1. Having rosidod for very many yfars In pour diatricc, knowing all ita unbounded ro:OUtooSi aud ita neglected requirements, I ind no hesitation in as onoo oonsenticg, at I tho request ol a groat number of my friends, I to contest tho Waiapu Electorate in opposition to tho Hon Mr Carroll. 2. I am opposed to the present Administration. 3. Kvory Crown tenant should, in my opinion, b, able at any tirao to acquire the freehold of his homo, at tho ununprovod value of the land at tao timo he look up his louse. It is grossly unjust to subjeot the tenant farmers of the stato to payment of penodioal inoroaaoa of valuea of rentals or purohaso moneys, as their labors and arduous sacrifices havo created these inoreasos. 4. The Maori baud Councili aro hopelosi failures, aud the look-up of all Native lands sinoe 11)00 has retarded, and is retarding, the progress ot this distriot. The Hon. Mr Car roll is responsible for this policy, which, as a colonial policy has altogether failed, and winch is deeply injurious to tho district he represents. 5. The present Administration havo shamefully neglected the roading of tho Waiapu Electorate, and our Member has ‘ acquiesced in, put up with, and is responsible fur that negleot., During the ten ■or more of tho Saddon Administration tho Waiapu Electoral e has been left out of ail substantial divisions of Publio ' Works Eund lor roads and bridges. The term “The riegleoted North" applies witn much greater force to “ The neglected East." Evea moneys due under public statutes aro with-held, or delayed, until, when received, they are expended under the most wasteful circumstances Main roads and bridges, whioh.are for all time, and for Natives and Europeans alike, have to be made out of loans raised upon the security of the lands of the pioneer settlers, while other districts have had these roade made for them.

6. A section ol out Kailway (Te Karaka to the Motu) ought to be put in. hand at onoe, and railway construction commenced at Opotiki, Tauranga, Jbotorua, o: Waihi, on such route as tnuy be determined. 7. Special provision should bo made to put working men, and small settlers, on land under the homestead anu deterred payment systems, the State building houses when required. Keserves should be maae ior churches, schools, libraries, eta., and grants made ior the erection of these buildings. 8. The time has now, arrived when we om reasonably ask for something to be done far a colonial harbor for Poverty flay. Our exports warrant this, bcing.high on the list lor Mew Zealand, and ioareasing rapidly, uur Harbor Hoard is, no doubt, doing what it can, but it cannot make a harbor in tne river, and its expenditure of loan moneys on sach an object should cease. 9. In view of reoent events in the Hast, every young man should have a naval, or land, defence training. Thu future of the colony depends on our ability to defond ourselves. 10. I am in favor of Local Option, and a free right at all times for the people to deal as they ohoose with liquor reform. Colonial no-license, if practieuole, would make Mew Zealand, proportionately with population, the weaitniest and fairest land on eurtn. 11. As a farmer, I represent the most important industry in the colony, rural products being our principal source of wealth, and I am convinced that we should make more liberal land laws, and offer every inducement to enable people on the land to beoome producers. H. H. WALL,
