SINGAPORE ARBITRATION.

LondoDi Sept. 24, It has boon known for some time that a ro-arrangomont of the natal bases in various parts of tho world was contemplated. Tho importanco of Woihaiwol has stoadily deolined, and attention has rovortod to Singapore. Mr Balfour stated that the committee of Imperial defence bns planned au enlargement of the base. Some assort that it is part and parool of tho AugloJapauese scheme for joint mutual protooiioo. Edward Boyle is arbitrator for tho vendors, namely tho Lonjong Pogaro Dooks Company. Robert Inglis is arbitrator for tbo Government. Sir Michael Hicks-Beaoh, who ii umpire, is now at Toliio awaiting the opsriug of arbitration at Singapore. Lord Robert Cecil is oounsel far tbo vendors, and Mr Balfour Browne counsel for the Government.
