WAXROA HARBOR. The Guafflian keeps pegging away at the harbor question, and certainly the people of Wairoa district who have failed to see that the district’s salvation lies in embarking on harbor works cannot complain that the whole subject has not been ably represented to them by the local journal. An article in a recent issue begins with the lamentation: “The harbor question has passed through another phase, and it is as far from being settled as ever. And no satisfactory solutionis likely to be arrived at until the personnel of the Board is altered,' The ratepayers by a narrow majority of only seven votes rejected Mr Napier Bell’s scheme for a deep-water entrance. And now Mr Powdrell’s scheme for a channel outlet under the Whakamahi bluff has been rejected without even getting the ratepayers’ decision; without even being pronounced upon by an expert.’ The Guardian admits that the scheme had weak points, and adds: “We should have liked to hear Mr Reynolds’ opinion on the scheme as a whole, and as to whether these weak points could be overcome. It is therefore a pity the Board did not see fit to let the expert pronounce judgment; 'or after all, what is the lay opinion , vorth ia a case of this kind? It is 1
