CONFLICTS AT BAKU.

Under Russian law, Russia is not responsible for foreignors’ losses at Baku caused through disturbances. Baku is divided into two camps. The Armenians bold the centre of the town and the Tartars the suburbs. Incessant conflicts are raging. The authorities believe that several oargoes of arms and explosives were landed: on an island off the Finnish coast.
Prinoe Solsky’s Commission has almost oompleted arrangements for the oonstitu tion of the National Dumas, and is now examining a projeot for the formation of a Counoil of Ministers under the presidency of tho Prime Minister. The latter, with tho Ministers for War, Marine, Foreign Affairs and the Imperial Household, are to possess the solo rights of reporting measures. The Commission gives Poland 36 members, composed of three classes of voters, landed proprietors, members of cannons who own throe to 20 acres of land, and urban electors. It is made clear that no administrative measures shall be effective without permission of the Counoil of Ministers, sanctioned by the Czar.
