Herr Bebel, opening the Socialist Congrass in Vienna declared that although Russia had loßt the position of arbiter of Europe, and the strength of the dual alliance was bound to remain dormant for years, Germany’s Moroeoan policy had destroyed improved relations with France and driven England into the arms of the republio. The menaces and demonstrative inquiries addressed to the general staff regarding readiness for war had created in France a universal belief as to the danger of attaok, although Germany bad in no wise seriously determined upon war. Ho added that the net resnlt had been that Germany was entirely isolated. The agrarian polioy had caused a scaroity of mbat. It was imperative from every standpoint that Socialists should close their ranks.
