Having'resided for very many years in your district, knowing all its unbounded resources, and its neglected requirements, I had no hesitation in at onoa consenting, at the request of a great number of my friends, to contest the Waiapu Electorate in opposition to the Hon Mr Oarroll. 2. I am opposed to the present Administration. .: ) 3. Every Crown tenant should, la my opinion, ba able at any time to acquire the freehold of his home, at the unimproved value of the land at the time he took up his lease. It is grossly unjust to subject the tenant farmers of the (State to payment of I periodical increases of values of rentals or purchase monoys, as their labors and arduous sacrifices havo created these increases. 4. The Maori Land Council-! are hopeloss failures, and the look-up of all Native lands since 1900 has retarded, and is retarding, the progress of this district. The Hon. Mr Car roll is responsible for this policy, whioh, as a colonial policy has altogether failed, and whioh is deeply injurious to the district he represents. 5. The present Administration have sham e* fully neglected the roadiug of the Waiap u Electorate, and our Member has aoquießced in, put up with, and is responsible for that neglect. During the ten years or more of the Seddon Administration the Waiapu Electorate has been left out of all substantial divisions of Public Works Fund for roads and bridges. The term “The negleoted North 11 applies with much greater force to “ Tho neglected East.” Eva a moneys due under public statutes are w-th-held, or delayed, until, when received, tney are expended under the most wasteful circumstances Main roads and bridges, whioh are for all time, and for Natives and Europeans alike, have to be made out of loans raised upon the security of the lauds of the pioneer Buttlera, while other districts have bad these roads made for them.
6. A section of our Bailway (To Kir aka to the MotuJ ought to be put in hand, at .once, and railway construction oommenoed at Opotiki, Tauiauga, iiotorua, or Waihi, on such route as may be determined.. 7. Speoial provision should be made to put woiking men, and small settlers, on land under the homestead and deferred payment systems, the fctate building houses when re* quired. Beserves should be maae for churches, Ecaools, librar.es, etc., .and grants made for the erection of these buildingd. 8. The time has now arrived when we can reasonably ask for something to be done for a oolonial hat'bor for Poverty hay. Our exports warrant this, bemg high on the list for Mew Zealand, and increasing rapidly. Our Harbor hoard is, no doubt, doing what it can, but it cannot make a harbor in tne river, and its expenditure of loan moneys on suoh an objeot should cease. 9. In view of reoent events In the Bast, every young man should have a naval, or land, defence training. The future of the colony depends on our ability to defend ourselves. 10. lam in favor of Local Option, and a free right at all times for the people to deal as they choose with liquor reform. Colonial no-license, if practicaole, would make Mew Zealand, proportionately with population, the wealtnlest and fairest land on earth. 11. As a farmer, I represent the most important industry in the oolony, rural produotß being our principal souroe of wealth, and lam convinced that we should make more liberal land laws, and offer every inducement to enable people on the laud to become producers.
