Having resided for vory many years In your distriot, knowing all its unbounded resources, and its neglected requirements, I bad no hesitation in at onoe consenting, at the request of a great number of my friends, j to contest the Waiapu Electorate in opposition to the Hon Mr Carroll. , 2. I am opposed to the present Administration. 3. Every Crown tenant should, in my opinion, be able at any time to acquire the freehold of his home, at the unimproved value of the land at the time he took up his lease. It is grossly unjust to subject the tenant farmers of the Htate to payment of periodical increases of values of rentals or purchase moneys, as thoir labors and arduous sacrificed have created those increases. 4. The Maori Land Council? are hopoloss failures, and the look-up of all Native lands since 1900 has retarded, and is retarding, the progress ot this district. The Hon. Mr Car roll is responsible for this polioy, whioh, as a colonial policy- has altogether failed, and whioh is deeply injurious to the distriot he represents. 5. The present Administration have shamefully neglected the roadiug of the Waiapu Electorate, and our Member has aoquiosced in, put up with, and is responsible for that neglect. During the tsu years or more of the Seddon Administration tae Waiapu Electorate has been left out ot all substantial divisions of Public Works Fund for roads and bridges. A section of our Bailway (Te Karaka to the Motu) ought to be put in hand at onoe, and railway construction oommenoed at Opotiki, Tauianga, flotorua, or Waihi, on suoh route as may be determined. 7. Special provision should be made to put wotking men, and small Bettiers, on land nnder the homestead and deferred payment systems, the State building houses when required. Beserves should be maae for ohurches, schools, libraries, eta., and grants made for the erection of these buildings. 8. The time has now arrived when we oan reasonably ask for something to be done for a colonial harbor for Poverty Say. Our exports warrant this, being high on the list for New Zealand, and iaoreasing rapidly. Our Harbor Hoard is, no doubt, doing what it can, but it cannot make a harbor in the river, and its expenditure of loan moneys on such an object should cease. 9. In view of recent events in the East, every young man should have a naval, or land, defence training. The future of the colony depends on our ability to defend ourselves. 10. lam in favor of Local Option, and a free right at all times for the people to deal as they ohoose with liquor reform. Oolonial no-license, if practicable, would make New Zealand, proportionately with population, the wealtmest and fairest land on earth. 11. As a farmer, I represent the most important industry in the colony, rural products being our principal souroe of wealth, and 1 am convinced that we should mak9 more liberal land Jaws, and offer every inducement to enable people on the land to beoome producers.
