TO THE ELECTORS OF WAIAPU. AND GENTLEMEN, - 1. Having resided for very many years in your district, knowiDg all its unbounded reBouroes, and its neglected requirements, I had no hesitation in at once consenting, at the request of a great number of my friends, to contest the Waiapu Electorate in opposition to the Hon Mr Carroll. 2. I am opposed to the present Administration. 3. Every Grown tonant should, in my opinion, ba able at any time to aoquire the freehold of his home, at the unimproved value of the land at the time he took up his lease. It is grossly unjust to subjeot the tenant farmers of the State to payment of periodical increases of values of rentals or purchase moneys, as their labors and arduous sacrifices have created these increases. 4. The Maori Land Councils are hopeless failures, and the lock-up of all Native lands Bince 1900 has retarded, and is retarding, the progress of this district. The Hon. Mr Car roll is responsible for this polioy, whioh, as a colonial polioy has altogether failed, and which is deeply injurious to the district he represents. 5. The present Administration havo shamefully neglected the reading of the Waiapu Electorate, and our Member has acquiesced in, put up with, and is responsible for that - neglect. ■ During the tan years or more of the Seddon Administration the Waiapu Electorate has been left out of all substantial divisions of Public Works Fund for roads and bridges. Eve l motleys due under public statutes are w-th-held, or delayed, until,. when reoelved, they are expended under the most wasteful circumstances Main roads and bridges, whioh are for all time, and for Natives and Europeans alike, have to be made 1 out of loans raised upon the seourity of tbe lands of the pioneer settlers, while other districts have had these roads made for them. 6. A.seotion of our Railway (Te Karaka to the Motu) ought to be put in hand at once, and railway construction commenced at Opotiki, Tauranga, botorua, or Waihi, on such route as may be determined. 7. Special provision should be made to put woiking men, and small settlors, on land under tho homestead and deferred payment systems, the State building houses when re- ] quired. Reserves shoold be mace for ohurohes, rchools, libraries, etc., and grants made lor the erection of these buildings. 8. The time has now arrived when we can reasonably ask for something to be done for a colonial harbor for Poverty Say. Our exports warrant this, being high on the list for New Zealand, and increasing rapidly, Our Harbor Board is, no doubt, doing what it can, but it cannot make a harbor in the river, and its expenditure of loan moneys on such an object should cease. 9. In view of reoent events in the Eaßt, every young man should havo a naval, or land, defence training. The future of the colony depends on our ability to defend ourselves. 10. I am in favor of Local Option, and a free right at all times for the people to deal as they ohoosa with liquor reform. Co'onial no-lioenae, if praotioablo, would make New Zealand, proportionately with, population, the wealtmest and fairest land on earth. 11. As a farmer, I represent the most important industry in the oolony, rural products being our principal source of wealth, and lam convinced that we should make more liberal land laws, and offer every inducement to enable poople on the land to become producers.
