The Maori Land Council? nre hopeless failures, and the look-up of all Native lands since 1900 has retarded, and is lelarding, the progress of this district. Thu Hon. Mr Car rollis responsible for this policy, whioh, as a colonial polloy has altogether failed, and whioh is deeply injurious to the district he represents. 5. The present Administration have shamefully negleoted the roading of the Waiapu Electorate, and our Member has acquiesced in, put up with, and is responsible for that neglect. During the ten years or more of the Seddon Administration the Waiapu Electorate has been left out of all substantial divisions of Publia Works Pund for roads and bridges. The term “ The negleoted North" applies with much greater force to “ The negleoted East." Eve i moneys due under public statutes are w.th-held, or delayed, until, when received, they are expended under the most wasteful ciroumstances Main roads and bridges, whioh are for all time, and fur Natives and Europeans alike, have to be made out of loans raised upon the seourity of the lands of the pioneer settlers, while other districts have had these roads made for them. 6. A section of our Railway (Te Karaka to the Motu) ought to be put in hand at once, and railway construction commenced at Opotiki, Tauranga, iotorua, or Waihi, on such toute os may be determined. 7. Speoial provision should, be made to put woiking men, and small settlers, on land under the homestead ana deferred payment systems, the fetate building houses when required. Reserves should be mace for churches, tchoolß, libraries, eto;,' and grants made for the erection of these building?. 8. The time has now arrived when we can reasonably ask fur something to be done for a colonial harbor for Poverty Ray. Our exports warrant this, being high on the list for New Zealand, and increasing rapidly. Our Harbor hoard is, no doubt, doing what it can, but it cannot make a harbor in the river, and its expenditure of loan. moneys on such an object should oease. 9. In view of recent events in the East, every young man should have a naval, or land, defence training. The future of the oalony depends on our ability to defend ourselves. 10. I am in favor of Local Option, and a free right at all times for the people to deal as tbey ohoose with liquor reform. Coonial no-license, if practicable, would make New Zealand, proportionately with population, the wealtmest and fairest land on earth. 11. As a farmer, 1 represent the moat important industry in the colony, rural products being our principal source of wealth, and I am convinced that we should make more liberal land laws, and offer every inducement to enable people on the land to beeome producers.
