Having resided for very many years in your district, knowing all its unbounded resources, and its neglected requirements, I bad no hesitation in at once consenting, at the request of a great number of my friends, to contest the Wuiapu Electorate in opposition to the Hon Mr Carroll. 2. I am opposed to the present Adminis-
t rat ion, 3. Every Crown tenant should, in my opinion, be able at any time to acquire the freehold of hie home, at the unimproved value of the land at the time he took up his lease. It ia grossly unjust to subject the tenant farmers of the State to payment of periodical increases of values of rentals or purchase moneys, as their labors and arduous sacriiioes have created these increases. 4. The Maori Land Council l ' are hopeloss failures, and the look-up of all Native lands Bines 1900 has retarded, and is retarding, the progress of this district. The Hon. Mr Car roll is responsible for this policy, whioh, as a colonial policy has altogether failed, and which is deeply injurious to the district he represents. 5. The present Administration have shamefully neglected the roading of the Waiapu Electorate, and our Member has acquiesced in, put up with, and is responsible for that negleot. During the tea years or more of the Seddon Administration the Waiapu Electorate has been left out of all substantial divisions of Publio Work 3 Fund for roadß and bridges. The term "The negleoted North” applies with much greater force to “ The neglected Eait.” Even moneys due under public statutes are w th-held, or delayed, until, when received, taey are ex- 1 pended under the most wasteful circumstances Main roads and bridges, whioh are for all time, and for Natives and Europeans alike, have to be made out of loans raised upon the security of the lauds of the pioneer ' settlers, while other districts have had these roads made for them. 6. A section of our Eaiiway (Te Karaka to > the Motu) ought to be put in hand at once, and railway construction commenced at Opotiki, Tauranga, totorua, or Waihi, on such route as may be determined. 7. Speoial provision should be made to put woiking men, aad small settlers, on land f under the homestead and deferred payment systems, the State building houses when required. Beserves should be maae for churches, schools, libraries, etc., and grantß made for the erection of these buildings. 8. The time has now arrived when we oan reasonably ask for something to be done for a colonial harbor for Poverty nay. Our exports warrant this, being high on the list for New Zealand, and increasing rapidly. Our Harbor Board is, no doubt, doing what it can, but it cannot make a harbor in the river, and ; its expenditure of loan moneys on such an object should cease. 9. In view of reeent events in the Eaßt, every young man should have a nitfal, or ' land, defence training. The future of the colony depends on our ability to defend ourselves. 10. lam in favjr of Local Option, and a free right at all times for the people to deal as taey choose with liquor reform. Colonial no-license, if prsctiaable, would make Now Zealand, proportionately with population, the wealtniest and fairest land on earth. 11. As a farmer, I represent the most important industry in the colony, rural products being our prinaipal source of wealth, and lam convinced that we should make more liberal land law 3, and offer every inducement to enable people on the land to become producers.
