SETTLEMENT ARRIVED AT. PRELIMINARY BLUFF, By telegraph, Press Aas’n, Copyright London, August 29. It is officially announced that the peace settlement has boon arrived at. Washington, August 29. M. Sato, a member of Baron Komura's suite, announces that Japan wiil make fresh concessions. It is understood that the concessions refer to an indemnity. An adjournment is oxpocted for consideration of the proposals.
St. Petersburg, Aug. 29. Russian newspapers attack Preeident Roosevelt for partiality. The Svet says that tho oonditions would only bo acoeptable if a fleet was threatening St. Petersburg end an army occupying Mosoow. Russia will not bow to the yoke to fulfil President Roosevelt's deßire to guarantee Japan’s American creditors and cover himself with glory bb a peacemaker. . The Czar on the 19th ordered the mobilisation of reinforcements for the Far East at Riga, Windau, Vilna, Grodno, Livonia, Perm, Saratov, Astrakan, Limbirsk, and other centres. .
