Lord Roberts at Llanelly admitted tho regular army was os efficient as it could possibly be with tho training received, but what was wanted was not merely efficient regulars and auxiliaries, hut the whole manhood of the nation, which was a great potentioal reserve of force that would save tho nation, and would seldom if ever be assailed.
