MR CARROLL VANQUISHES THE UNLUCKY THIRTEEN.

(Per Press Association.) Wellington, last night. In the House this afternoon Mr Ell moved the remittal of the Gisborne Harbor Bill with a view of reconsidering sub-clause Cof clause 10. This was opposed by Mr Carroll, and lost by 49 votes to 13, and the Bill passed its final stages on the voices. [The object was to have tho system of election amended.]
