St. Petersburg! August 19. A holiday was observed in Rdssia to-day On the ocoasion of the ukase establishing n National Dnma or State Conneil, The ukase establishes a representative Dnma for preliminary study and discussion of legislative proposals, which wi|l bo Bub. mitted to the Czar by the existing Slate Council. The Czar reserves power to limit tho period of the Duma to five years or shorter, and determine the length Of eaoh session. A member Is immune from arrest for debt, is free to express his opinions, and has no responsibility to eleotorß. The payment will be ten roubles a day and travelling expenses. Ministers £ and chiefs of departments are ineligible, ~ but they may attend the Duma and make explanations. The proceedings will ,bo officially reported. Differences between the Duma and the Connell will be referred to a Mixed Commission. The franchise is k 00-ordination of existing! elective instltu* lions.
