London, Aug. 16. The German Legation at Fez has informed the French Charge d’Affaires that the oontraot for Herr Tattenbaoh’s loan has been signed. Acoording to Reuter, a loan of ten million francs to the Sultan has been guaranteed by his Mazagan property. The Times fears that the signature must inevitably produce a very bad effect on ail classes of French opinion, shrewd observers bad latterly remarked that Germany, finding the conference no longer attractive, might seek means to prevont the assembly. If M. Ronvier judges that that is Germany's game, he will doubtless strive to frustrate it, holding Germany to her word, and compel her to enter the conference, or assume tho responsibility of suddenly opposing her own soheme. Three Dutch cruisers, homeward bound, called at Tangier. The German Charge d'Affaires, representing interests in Morocco, escorted the Dutch admiral on a visit to Mohammed at Eltorres, and gave a banquet and reoeption at the Legation.
