Count Tgnatieff, after a tour of inspection of Northern Russia, plainly warned the Czar that the dynasty was imperilled unless the widest reform was promptly conceded.. A revolution .is certain if only Builguimo’s scheme is conceded. -The Czar is much impressed. , •;
