THE CONSTITUTION

The Czar presides to-day at a meeting of Ministers to finally revise the Constitution. which it is expected will be promulgated on the 12th, the Tsarevitch’s birthday. Probably the elections will be held in October, the first Assembly mee'» ing at St. Petersburg oarly in November. The elections will probably be quinquiennial. The Czar retains the right of proro guing or dissolving, and has modified the powers to initiate legislation conceded to the Assembly, also the right to pronounce upon Government Bills and Budget. Members will be paid 10 roubles a day, also travelling expenses.

A STRIKING MANIFESTO.
