The Cbuncil has plaoed it on un independent footing. The president is not to be a member of the Committee o Ministers, but must be elected by the Assembly, which have the right to pronounce upon all matters of a legislative character, not merely to be limited to the list of questions M. Buliguine proposed to concede to the Assembly, but also to have the right to examine ali appointments to Ministries.
