POLITICAL CRISIS.
MR BALFOUR URGED NOT TO RESIGN.
A SKILFUL AMBUSCADE.

Mr Balfour announced that he would not take party business to-day. The House adjourned after eittiug half an hoar.
Received 4.25 p.m., July 23. London, July 22. Many Unionist members of tbe House of Commons signed a memorial requesting the Government to ignore the division, stating. the defeat was the result of a skilful ambuscade. The laoguid opposition on the Aliens Biil killed the Government. While tho Liberals and Nationalists were secretly directed to keep in concealment ready for a division at midnight, a strong Government whip met with a alack response.
The Times says that there are strong personal and party reasons for Mr Balfour resigning, but public reasons, especially the negotiations fur a Japanese treaty, perhaps outweigh thorn. Several newspapers suggest the probability of an autumn dissolution.
There was a two hours’ Cabinet meeting, from which Lord Salisbufy and Mr Cawder were absent. Mr Balfour later had an audience with the King. It is believed he informed him that he and bis colleagues did not consider it incumbent to resign.
