Mr Seddon moved the second reading of the Teachers’ Superannuation Bill. He said in a few days he would bring down a ■ Bill to increase teachers’ salaries, otherwise toaohers would not be able to pay the contributions demanded of them. He further stated that the Colonial Secretary had a Bill in hand to provide a superannuation scheme for the whole of the Civil Service. If given the opportunity Government would submit a scheme of national ponsions. Even, however, if they had such a scheme, they would require to have the old age pensions and Civil Service superannuation scheme. The increases it was proposed to make in teachers’ salaries wore equal to 6j per cent. The second reading was agreed to on the voices. The House rose at 11.50.

'AFTERNOON SITTING. The Council met at 2 30.

The debate on the Legislative Council Reform Bill was continued, and adjourned till 7.30 p.m. The House met at 2.30. The Second Ballot Bill and Electoral Bill were read a first time.

Leave to introduce the Sugar and Tobacco Duties Abolition Bill (Mr Wilford) was refused by 40 to 22.
