SCHEME FOR RELIEVING CONGESTION.

The Royal Commission on London traffic reports that rehousing on the present sites would be too costly. It ib im* perative to relieve the overcrowding by taking the population in and out of the city in many directions at rapid speed and at frequent intervals, with cheap rates. The Commission recommends a great extension of tramways, with through communication between the different systems, also the extension of railways within the central area, and advises the establishment of a Central Traffic Board, with functions advisory and of a semi-judicial character, with an advisory board'of engineers. >- The Commission recommends mainly a scheme for ultimate realisation, if financially possible, including the construction of two main avenues through London, west and east and north and south, with four lines of tramways on the surface and four lines of railways below, both electrical. The probable cost would *be £24,000,000. The report is not unanimous. The Commission considers that even if the municipality finds the money for the construction it would be better to leabe the tramways to a private company if it desires a reasonable prefit.
