In the House of Commons Mr Gerald Balfour gave notice of re-distribution resolutions, giving England a gain of 17, Wales 1, and Scotland 4 seats, Ireland losing 22. The soheme is arranged on the general basis of each member representing 6600, but present constituencies of 7600 are allowed to retain two members. A borough below 18,500 ceasßß aa a separate oonstituenoy.
