Replying to a deputation representing members of tho nobility and Zemstvos of Moscow, Orel, Novgorod, urging the continuation of war organisation on historic lines of an elective Legislative Assembly, the Czar remarked that tho State was only strong and solid if it religiously preserved old traditions. Perhaps God was punishing the country for sinning in that respect, and experience would show how to remove the defects and errors Occurring in tho great work projected for the welfare of his subjects.
