(Per Press Association.) Wellington, list night. The Hemp Committee of the Wellington City Council and of the Chamber of Commerce passed resolutions to-day expressing the opinion that the time has arrived when Government should take into consideration the advisableness of planting and cultivating the best qualities of phormium tenax on the Crown lauds of the colony, many thousands of acres of which could be profitably cultivated ; that owing to the increased production of inferior hemp Government should make regular inspection of the mills in the oolony, and impart instructions to millers. The aDnual ceremony of conferring degrees of the New Zealand University won by students of Victoria College took place to-day, tho Chief Justice, Chancellor of tho University, presiding. It cannot be said that the proceedings were orderly, but they were certainly leas irregular than they were on previous occasions of the kind. Tho Chancellor io his address dwelt on the importance of university education and tho duties of graduates, a university graduote, he said, should Dcver forget his individuality and should think for himself, for the time might come when it might be tbe bounden duty of a roaa to be io the minority, or even to stand alone ut whatever cost to his social prospects. The Deed of freedom and courage in the indi vidual, in speaking what he believed to be true, required in these days more than ever to be insisted upoD.
