As we consider there is grave reason to question the prudence of adopting Mr Hay’s scheme and the steel-rivrtted pipes, wo would ask you and the Council to deter committing this Borough to any final arrangements with Mr Hay until the Ratepayers have had an opportunity of considering the matter in its various phases. We make this request with do spirit of disoourtesy to the Council, but with the one desire to get the best result for our town.
